Submit Your Input on NPTR Licensing Challenges by 26 November 2025

The National Public Transport Regulator (NPTR) has issued a formal request for operators to submit inputs and recommendations on the challenges they are experiencing with the current accreditation and operating licence processes. This call for comment was issued on 5 November 2025, and operators have 21 days to provide feedback.

 

This means that all submissions must be made no later than Wednesday, 26 November 2025. You can access the formal request for input and recommendations here.

 

Given the long-standing and persistent challenges our industry has faced, this is an important opportunity for operators to ensure their experiences observations and concerns are formally recorded and considered as the NPTR reviews its processes.

 

SATSA has submitted a detailed response on behalf of our association, drawing from feedback received from members over several years. You are welcome to use our submission as a reference point for your response, particularly if you are unsure where to begin.

 

To support you further, we have created a Word template which captures the key responses against the input requested, concerns noted over the years, and which you may adapt to reflect your company’s specific challenges and recommendations. Your submission does not need to be lengthy; it simply needs to be factual, clear, and grounded in the practical barriers you are experiencing. Please read through the template carefully and note where we have indicated in red, you are able to input any specific details. 

 

How to Submit Your Feedback:

  1. Download the editable template below.
  2. Insert your company’s details (on a letterhead) and tailor the content to reflect your experiences and recommendations.
  3. Email your completed submission directly to the NPTR at the address provided in their letter - Kolotsip@dot.gov.za
  4. Please ensure your feedback is submitted by 26 November 2025.
